Dear League Presidents
I write to bring you all up to date on a very important international event for which USACA must prepare. The ICC Americas 2013 U19 World Cup Qualifier which will be held in Toronto, Canada from July 7 to 14, 2013. The participating teams USA, Canada and Bermuda will play each other on a double round basis with the top team advancing directly to the 2014 U19 World Cup.
In 2010 USA participated in the U19 World Cup in New Zealand and more recently in 2012 USA participated in the Qualifiers in Ireland. Many of the players who were on those two teams have now made their way onto the senior team. We now have a great opportunity to once again participate in a U19 World Cup which not only raises our international profile but also expands the available pool of talented players for the senior team.
To ensure that the best possible team is selected a pathway for selection to USA U19 National Team has been developed. The process beings with regional U19 tournaments, progresses to the Conference Championships and ends with final team selection. Please see the enclosed document for details on the pathway.
League presidents in regions with established regional administrations will soon be contacted by your regional chairman and/or youth coordinator on your regional tournament.
League presidents in regions without established regional administrations will soon be contacted by their respective youth coordinator on record and are encouraged to partner with them to organize and manage your individual regional tournament.
This process is meant to be inclusive of all regions and I look forward to your cooperation and us all working hand in hand to make each and every regional tournament successful resulting in maximum exposure for the talented youth players in all the regions.
USACA 2013 U19 Selection Pathway
ICC Americas U19Q Tournament
ICC Americas 2013 U19 Tournament to be held in Toronto, Canada from July 8 to 14 is an ICC Qualifier tournament in that the winner of that tournament automatically qualifies for the ICC 2014 U19 World Cup.
The Pathway for selection to USA U19 National Team begins with Regional Tournaments, progresses to the Conference Championships and ends with final team selection.
1 Each Region to conduct a U19 Regional Tournament before April 30
2 Regions to inform USACA GM as to the dates and location of its U19 Tournament no later than March 8
3 USACA National selector(s) will be assigned to each regional U19 tournament to observe & evaluate players with the aim of creating a national database of U19 players for selection
4 USACA will provide the balls and umpires for all regional tournaments.
1 The national selectors will, from the database created during the Regional Tournaments, select two Conference teams of 14 players each.
2 The East Conference team will consist of players from NER, NYR, AR and SER.
3 The West Conference will consist of players from CER, CWR, NWR and SWR.
4 Conference Championships will be held on May 25, 26 and 27 at a venue to be determined.
5 USACA will manage and fund the Conference Championships
Final Team Selection
Teams play 3 matches against each other in the Conference Championships with the national selectors in attendance after which the Final 14 and 4 Reserves for Toronto will be selected.

Residency: US Citizen by birth or Naturalization OR Has resided for a minimum of 183 days in the USA in each of the 7 immediately preceding years OR Has resided for a minimum of 183 days in the USA in each of the 4 immediately preceding years
Regional Tournament Coordinators
1 In the following Regions, the Regional Administration shall have responsibility to organize and conduct the tournament. The Regional Youth coordinator will be considered the region’s primary contact for the purpose of this tournament.
New York Region
South East Region
Central West Region
2 In the following Regions, the Regional Youth Coordinator on record shall work with the leagues in the region to organize and conduct the tournament and will be considered the region’s primary contact for the purpose of this tournament. The National Youth Committee shall designate a committee member to assist.
North East Region
Central East Region
North West Region
South West Region
3 It is envisioned that all Leagues in all Regions will take advantage of this opportunity to give exposure to its youth players. If Leagues are unable to participate, then the coordinator has authority to create Combined U19 XI team(s) consisting of players from the Region so as to deliver a meaningful tournament for selection purposes.
4 In event that a minimum of 2 teams cannot be fielded, the coordinator may organize and conduct a camp for the players that are available. The selector(s) will attend the camp.
